Say, I am based in Germany and work for a publishing house in the US, should I charge the US rates or Germany rates for my work. Freelance rates aren't (in general) legally sanctioned or protected; they are (in theory) competitive. If German rates are typically higher than US rates, you won't often get US-sourced work at German rates. If German rates are typically lower, you could charge more than the normal German rate and still be financially attractive to US clients.
