An author has cited a reference to a Dutch dictionary as:

  Dale, van (1991) Etymologisch woordenboek der Nederlandse taal
  [Etymological Dictionary of the Dutch Language]. Den Haag: 
  M. Nijhoff.

I suspect that van Dale is not actually an editor, but is an
identifier, like "Websters" or "OED". I wonder if any of our
EDliners in the Netherlands can confirm this?

Also, is it usual practice for titles in Dutch to use lower case
except for proper nouns (note that my author has used lower case
in the Dutch version but has capitalised the English
translation)?

You may want to query your author about this book in general.
WorldCat (the OCLC database) has what appears to be the same book
(although not a 1991 edition; 1971 is the latest I see) as

  Franck, Johannes. Etymologisch woordenboek der Nederlandsche
  taal. The Hague: M. Nijhoff, 1971.

The earliest edition I see is 1892. Some of the subsequent
editions (1929 and 1980, e.g.) list first Nicolaas van Wijk and
and later both van Wijk and Coenraad Bernardus van Haeringen as
co-authors. But these editions are titled _Franck's Etymologisch
woordenboek der Nederlandsche taal_.

If there is a new edition with a new co-author named van Dale, it
is not listed in WorldCat.

Oh, but wait!!! Maybe it's

  Dale, J. H. van. Groot woordenboek der Nederlandsche taal.

Also The Hague: M. Nijhoff, various years. (Some later editions
are titled _Van Dale groot woordenboek der Nederlandsche taal_.)
