Most likely his (her?) own language - in French or German the
term is quite standard for stage scenery, and speakers of those
languages wouldn't be aware that it's not common in English.

I wonder if the author is a German-speaker. In German the word
'Kulisse' is very common, or more so than its equivalent in
English, and means stage set or backdrop. 'Hinter den Kulissen'
means behind the scenes. 

I find that in dealing with text by a non-native English speaker,
it's often a good idea to consider whether a term or usage may
come from the writer's native language.
