I mean the IT reports rather than the UK government White Papers. My author uses whitepaper but a web search also throws up white paper/Whitepaper/ White Paper, ie every possible combination. I hear White Papers and Green Papers mentioned regularly on the Radio, but never have I paused to consider the implications of these labels. Which is more important in politics (and why)?
